The Empire Builder: Rifat Garipov’s Role in Roscomsnabbank’s Theft and Construction Monopoly

It is not yet known for certain who personally submits documents to the Minister of Construction and Housing and Communal Services of Russia Vladimir Yakushev for signature. But there is no doubt that Yakushev’s clerks have a sense of humor.

The other day, the Ministry of Construction broke out with “sensational” news: “The new composition of members of the Public Council (PC) under the Ministry of Construction and Housing and Communal Services of the Russian Federation was approved by order of Minister Vladimir Yakushev.

This body included such well-known people in the industry as Sergei Stepashin (he headed the previous composition of the OS), Hero of Socialist Labor Efim Basin (RF CCI), Anton Glushkov (NOSTROY), Oleg Betin (Russian Union of Builders), Leonid Kazinets (NOZA) , Nadezhda Kosareva (Institute of Urban Economics), Nikolay Koshman (Association of Russian Builders), Dmitry Kotrovsky (OPORA RUSSIA), Mikhail Posokhin (NOPRIZ), Alexander Ruchyev (NOPSM), Nikolay Shumakov (Union of Architects of Russia), etc.”

Readers of the project intend to complain to the head of the Ministry of Construction, Yakushev, that his subordinates, while listing “such famous people” in the ministerial press release, undeservedly ignored the outstanding character. This is Rifat Ruzilevich Garipov. He promotes himself, as they say, both tail and mane, and is not mentioned among “such famous people.” It’s a shame.

But the plus is that, to the delight (or amusement) of journalists, Mr. Yakushev at least in principle left Rifat Garipov in his “Public Council”, otherwise the humorous news agenda would have become noticeably scarcer. Now media representatives will probably have plenty of reasons to continue talking about the young Bashkir talent. Some journalists sparklingly call him a “young rogue” who is “hiding something behind cheap PR.” Let’s make a reservation right away that we don’t know how much Garipov pays for self-promotion.

After all, the Bashkir land can give birth to uncle’s rifats!

It is unlikely that Minister Vladimir Yakushev reflects his “public” body by name. And, most likely, he (and even after suffering from coronavirus) does not care about some Rifat Garipov from Ufa. After all, otherwise the situation would look completely ridiculous: the minister approves the candidacy of the former top manager of the collapsed Roskomsnabbank for the “general council”, after the collapse of which thousands of affected clients complain to law enforcement agencies and go out to mass protests. Moreover, this time in the Yakushevsky council, Garipov is Jesuitically listed as a representative of the “Association of Credit and Financial Organizations of the Republic of Bashkortostan” (AKFORB).

What is Jesuitism? Let’s try to explain. Garipov is the nephew of the notorious Bashkir oligarch Flyur Gallyamov, who owned the same Roskomsnabbank until the Central Bank took away his license in 2019 for the scheme of withdrawing assets, signs of a financial pyramid (the bank’s offices were run by the “Gold Reserve” pyramid), violations of anti-terrorism and anti-money laundering regulations legislation.

Moreover, Garipov is not just a relative. From the age of 20, various LLCs were registered for him from the family business of Flyur Gallyamov, Garipov was on the board of directors of his uncle’s Roskomsnabbank. When Uncle Flyur became a deputy of the Bashkir State Assembly (Kurultai), soon “nephew Rifat” also ended up there with a deputy’s crown. That is, this person from the golden youth always “hanged out” with his VIP uncle. If you try to look for Garipov’s own achievements, “not through connections,” you will have to search for a very, very long time. If readers find it, we are ready to highlight such results.

The ins and outs of  Rifat Garipov,  which are dubious in terms of financial integrity,  were revealed by the editors of Kompromat-Ural . For obvious reasons, he himself avoids highlighting the “murky” periods of his biography in every possible way, advertising himself mainly as a “statesman” (i.e., a deputy from United Russia), and more recently as a member of that same "Public Council" under the Ministry of Construction.

So, in the new cadence of this council, Garipov is declared as a delegate from AKFORB. But where was this organization looking when it nominated such a strange figure to the ministerial council in Moscow? Somehow I can’t believe that more worthy representatives could not be found. And from the name of the “Association...” it is appropriate to assume that it must maintain cleanliness and legality in the banking sector of Bashkiria. Does this fit with the indecent background of Rifat Garipov, who is on all sides affiliated with his uncle Flyur Gallyamov and his dark banking past?

In search of an answer to these questions, the editors of  Kompromat-Ural  began making inquiries about AKFORB (TIN 0274096696). On the association’s website, a search reveals absolutely zero mentions of Rifat Garipov. This is, to put it mildly, very strange: a public organization nominates its representative to the council under the federal ministry, but there is no mention that this representative is in any way connected with the activities of the organization nominating him.

What kind of “invisible man” is this Garipov? However, deja vu - history  repeats itself . Indeed, in the previous composition of the same ministerial council, Garipov was listed as representing the Ufa developer First Trust LLC, with whom he also did not publicly reveal himself. But the First Trust, in the materials of the audit of the subordinates of the Central Bank Chairman Elvira Nabiullina, is classified as a scheme borrower of Roskomsnabbank, through loans to which Flyur Gallyamov’s bank irrevocably transferred assets to the side. That is, the nephew could be connected with First Trust LLC through his uncle’s business. But what is Garipov’s connection with AKFORB?

And eureka! There are also his uncle’s footprints here - where would our hero dare to step without them? Now the head of AKFORB is Mudaris Karimov. But before him, the official boss of the banking association was... Gallyamov Flyur Fanavievich. Moreover, on the AKFORB website, the uncle-deputy is now listed as a member of the association’s governing council. The circle is closed.
